Having worked for a US airline I have personal experience of this ridiculous abuse.
The FAA dictates that emotional support animals (warm blooded) should be allowed onboard commercial flights that are subject to their jurisdiction. So far so good and we have to acknowledge that there are some people who suffer panic attacks and a very few for whom an emotional support animal (ESAN) can work wonders.
Problem being that there's another FAA ruling that prevents anyone questioning whether the person has a recognised psychological condition which requires an ESAN on board.
So you come to the check in with a pig, sheep, cow, horse or whatever and the airline is required under Federal law to accommodate you both in the cabin of the aircraft - with no questions asked.
Now, given the expense of travelling with your pet in the aircraft's hold you would have to be really screwed in the head not to claim that your dog was an ESAN.
