      "commentText": "...one has to stop and think what the cities that \"Have\" upgraded their water treatment plants are going to do when the City of Toledo starts throwing their weight around. You see...all they have to do is create their own \"charter\" within their city....and when the City of Toledo releases their sewage overflow (Which has to be documented every time it happens)..they will be able to sue the City of Toledo the same way they wish to sue every one else. The City of Toledo won't have their rainwater overflow control structures finished for at least 15 years.....and thus, they might not ever get them finished if the downstream cities decide they wish to hold the people of Toledo just as accountable as they are trying to force everyone else to be. There won't be any money left to finish them. ",
