      "commentText": "Laws require that all human waste be treated.  Waste water plants with sewage overflows in heavy rains have been sued by USEPA under the Clean Water Act to reduce the overflows.  Toledo is required in a court settlement to reduce overflows and large holding areas have been and are being constructed costing hundreds of millions of dollars.   \nIn sharp contrast, the amount of manure from cows, pigs and poultry that is being land applied in the Maumee watershed.  This  is like having the population of Ohio land applying all their untreated waste in the Maumee watershed.  \nElmer is right that these are permitted facilities rather than what we know as 'one unders' that do not get a permit.  But the reality is that CAFO's that add pigs, manure and phosphrous to the Maumee watershed that are allowed to excessively apply phosphorous - lots more than phosphorous from commercial is allowed to adds to Lake Erie's harmful algae problems.",

      "commentText": "This is only the beginning. When you have a facility capable of processing 20,000 head of swine a day nearby these barns will be built. Just be glad they went the legal route by acquiring a permit. Lots of ways around this requirement.",
