There is a national poverty level, and accurate numbers of working people below it would probably be shocking.  I never heard of \"Working poor\" 20 years ago. The money spent on shutoff contractors was blatant theft. Those that think they are paying the total cost of water delivery with their water bill are mistaken. Maybe a sliding scale of ability to pay by income level is in order.  Those of substantial income will be shocked to find the real cost of water delivery without subsidies.  Maybe they should pay the total cost before complaining. All citizens of a city  are guaranteed equal treatment by law, It works both ways.",

      "commentText": "How do we reach a middle ground?  How do we balance the needs of the people who struggle, versus encouraging them to also work hard and improve their skills.  I also think taxes are not fairly distributed.  The wealthy are not taxed enough and corporations get away with too much.\r\n\r\nI also wonder how we balance our different cultural views.  It seems that everyone is adamant about getting their way completely instead of understanding differences and truly being tolerant of other views and ideas.  Tolerance, in my opinion, means I respect your viewpoint - even though I don't agree with it.  Today, it seems we just demonize those who don't agree.  So, for example, I would be labeled a homophobe if I don't agree with gay marriage.  Or, if I think we should help people who struggle, then I am labeled a \"liberal\" by some.\r\n\r\nThis situation in Detroit reflects the fact that the current economic order has serious issues.       "commentText": "I'm in Upstate NY. Disabled and had a bad period of illness. Lost my car in a repo and almost lost my home. The water \"authority\" as they are known, kept bugging me. It did get high- shut me off once, and I endured public humiliation with these very large-bright yellow stickers attached to the front windows with large print stating a threat to shut the water. \r\nThe bad part is they just billed my escrow account as a tax and got paid. \r\nKnowing, all along they can do it- yet still humiliated me all because I was having a bad time with health issues.  I asked our local state rep for help as an advocate and remind them they can bill the escrow anytime as a tax, and get paid, and- nothing! \r\nIt's water! This is a country that is supposed to be advanced- and we can spend millions on helping other countries- wars-but allow our own to be humiliated and loose a life giving-necessary  thing like water.   Is the money that important?  If the congress can fund war why not help with it's own people? ",

      "commentText": "Thanks to Eddie Hamill (Monaghan) for bringing this article to my attention on the subject of the bankrupt city of Detroit and the 27'000 water disconnection so far this year. It makes for grim reading and is no doubt a harbinger of things to come where Ireland is concerned given that we are a bankrupt nation owing €219B as we do regardless of how the government presents that fact. Once we accept payment for water as it is being proposed it will be used as a lever for household dispossession and clearance. \r\n\r\nRussia's Cold War invasion plan of Europe was simple enough: nuke Germany and drive on through replacing the first set of tank crews, who would die of radiation poisoning en-route, with a second set flown in by helicopter. Far simpler to have a generous universal household allowance and to surcharge excessive usage which will typically arise from households having baths, jacuzzi and watering lawns. Where it dose arise from large family units - whatever the internal makeup - a case by case subvention ought be allowed for rather than the rather ridiculous €100/household provision Joan Burton (TD) has just flung out as an opportunistic constituency cradling device. \r\n\r\nAs to why this approach to charging could not be tunk-though by the heads that do be employed to tunk-through such thoughts well it proposes costs being transferred up the line rather than downwards onto the household base. Even more sinister is the fact that the bankers - and our debt managers in Germany - are essentially intent on pushing Irish people into social housing using charges as a device to tip households into insolvency emboldening the ever greedy resurgent landlord class. As for leaks this really comes down to the point at which the meter is placed. In a rural setting we're sort of stuck with a drop in water pressure being the only way of guessing if there is a leak between the meter and the house; and with hundreds of meters of piping than can amount to quite a problem both in terms of locating the leaks, digging down to and replacing the pipe. In an urban setting however there is no reason the meter should not be installed under the kitchen sink ensuring the householder need only take responsibility for leaks within the home. \r\n\r\nSo am I being overly simplistic here or is it just a case of plain, non-partisan, pragmatic thinking being the answer? Or the part where the city lost almost half its population while the infrastructure to support that other half remained? The issue is, is that the system is failing and the agency is doing what it can to keep it afloat. If they didnt shut off the water, the system would collapse even faster. Water is a human right but purified water costs money and someone has to pay. The feds need to bail them out and make an effort to make the city sustainable again. Detroits been dying and this wont be the first time something like that happens as a consequence.",
